Changes the laws regarding medical malpractice by revising the definitions of "health care provider" and "health care services".

Support: Missouri courts have upheld the prerogative of the General Assembly to treat tort recovery for medical malpractice differently than recovery for other torts, and accordingly have upheld Missouri's restrictions of medical malpractice procedure and limitations on recovery for damages. Courts have also upheld restrictions on abortion, stating that is permissible for the state to make a value judgment favoring childbirth over abortion. Removing the statutory malpractice protections for abortion providers would be a disincentive to provide abortions in Missouri. 01/18/08
