The Affordable Care Act (ACA) allows states to opt out of providing elective abortion coverage in the health insurance plans offered through the insurance exchanges. Seventeen states have exercised this state “opt-out”, including Missouri. Missouri passed its “opt-out” law in 2010 after much advocacy by the MCC and other pro-life organizations.
