Missouri House Votes to Defund Planned Parenthood

The Missouri House voted this week to prohibit state funds in HB 2011, the state social services appropriation bill, from going to “any entity that performs abortions not necessary to save the life of the mother or that counsels women to have an abortion not necessary to save the life of the mother.”

The defunding amendment was offered during floor debate on HB 2011 by State Representative Robert Ross (R-Yukon).  Because the funding in question comes from federal Medicaid dollars, it is uncertain if the amendment will stand when the bill moves through the Senate, or if it would survive a legal challenge.  By federal law, Medicaid dollars can be used for abortions necessary to save the life of the mother, or in the event of rape or incest.
