Some research (Ferreyra, 2007) suggests the availability of vouchers and similar assistance can boost private school enrollment. In Missouri one obstacle to enacting voucher-like legislation is the so-called “Blaine Amendment,” which has been interpreted by courts to bar public assistance to private school children. This issue will be the subject of a workshop at the upcoming MCC Annual Assembly. James Shuls, an associate professor at the University of Missouri – St. Louis (UMSL), will be the presenter. He has conducted research in this area and will share his perspectives on past efforts and what the future holds for school choice in Missouri.
